En este contexto, H2NEWS conversó en exclusiva con René Hanssens, Business Manager International Trade & Investment de Rotterdam Partners, en el marco del World Hydrogen Summit 2025.

Durante la entrevista, Hanssens destacó el rol clave de Rotterdam en la atracción de empresas vinculadas al hidrógeno verde, las sólidas alianzas con América Latina y el trabajo coordinado con embajadas, agencias de inversión y actores estratégicos para convertir al puerto neerlandés en el principal hub de importación de hidrógeno para Europa del noroeste.

En 2024, Rotterdam atrajo a 35 nuevas empresas internacionales, con un enfoque significativo en la transición energética. ¿Cuáles son los principales factores que hacen de la ciudad un centro atractivo para este tipo de inversión?

La Ciudad y el Puerto de Rotterdam han establecido como prioridad el “crecimiento verde”, lo que significa que nos enfocamos en inversionistas que contribuyen a la sostenibilidad y la economía circular.
El Puerto de Rotterdam es el puerto más grande de Europa, pero además el más inteligente, generando el mayor valor añadido para sus clientes.
Rotterdam es una de las ciudades mejor conectadas de Europa Occidental, con conexiones directas por mar a través del Puerto de Rotterdam, por aire vía Schiphol Airport y Rotterdam The Hague International Airport, por barcaza, camión y tren directo con París, Bruselas y Londres.
Al contar con un clúster industrial maduro y la presencia de una cadena de suministro completa, Rotterdam se convierte en un centro atractivo para nuevas inversiones en transición energética.

El informe destaca que el 79% del total de inversión extranjera del año pasado está vinculado a la transición energética. ¿Cómo está Rotterdam Partners apoyando a las empresas —en particular aquellas en sectores emergentes como el hidrógeno verde— a establecerse y escalar sus operaciones?

Rotterdam Partners es la Agencia de Promoción e Inversión (IPA) para el área metropolitana de Rotterdam. Somos una fundación sin fines de lucro, financiada por la ciudad de Rotterdam y el gobierno nacional. Nuestro objetivo es mejorar de forma sostenible la economía de la región.
Para lograr estos objetivos, atraemos empresas extranjeras para que establezcan su negocio en Rotterdam. Asesoramos en temas fiscales y legales para registrar la empresa, asistimos en la búsqueda de la ubicación adecuada, los permisos necesarios y la contratación de personal calificado. Trabajamos con proveedores de servicios comerciales seleccionados que son expertos en los campos mencionados. Pero, lo más importante, conectamos e introducimos a las empresas recién llegadas en nuestra red empresarial. Trabajamos en estrecha colaboración con la Netherlands Foreign Investment Agency (parte del Ministerio de Asuntos Económicos), que tiene oficinas en todo el mundo. Nuestros servicios no tienen costo.

Según su informe, los visitantes de negocios y conferencias generan el mayor impacto económico diario. ¿Qué estrategias específicas están implementando para hacer crecer este segmento y posicionar a Rotterdam como un destino de primer nivel para eventos internacionales?

Nuestros esfuerzos de captación están estratégicamente enfocados en industrias clave donde Rotterdam es un líder reconocido —incluyendo la transición energética, el sector marítimo, las ciencias de la vida y la salud, IT y tecnología, y la planificación urbana.
Trabajamos con hojas de ruta de largo plazo, identificando y apuntando a conferencias que han sido marcadas como estratégicamente importantes para nuestra ciudad y sus ecosistemas. Estas prioridades son definidas por nuestros “star teams” —grupos multidisciplinarios compuestos por actores clave como representantes del gobierno, universidades, empresas líderes y otros socios.

Con más del 57% de las nuevas empresas provenientes de Asia, ¿cómo está Rotterdam Partners fomentando y ampliando las relaciones internacionales para fortalecer estos flujos de inversión y promover la diversificación?

Viajamos con frecuencia al extranjero a mercados objetivo para fortalecer las relaciones entre Rotterdam y esos países y ciudades. Nuestro alcalde y vicealcalde a menudo lideran misiones comerciales con empresas radicadas en Rotterdam.
Nos enfocamos en cinco áreas principales: Energía/Química, Marítimo, Logística, Agricultura & Alimentos y Tecnologías Inteligentes.
Por cada clúster atraemos a aquellas empresas que fortalecen el ecosistema y crean sinergia dentro de ese hub.
Como se mencionó antes, estamos bien conectados e informados por los consejeros económicos de las diversas embajadas de los Países Bajos en el mundo.

El Rotterdam International Center ha apoyado a más de 6.400 profesionales internacionales en 2024. ¿Qué iniciativas existen para ayudar a las empresas a atraer y retener talento global en sectores de rápido crecimiento como el de alta tecnología y energía sostenible?

Existe una Talent Coalition en todo Países Bajos, establecida por la Netherlands Enterprise Agency (RVO), que es la plataforma nacional de aterrizaje para talento internacional. Rotterdam Partners está involucrado.
Parte de esto es la plataforma Welcome to NL, un portal de empleo nacional, sitio informativo y aplicación.
Rotterdam Partners también es parte de la New Dutch Coalition para promover más intensamente el liderazgo tecnológico de los Países Bajos, en la cual también se presta atención a los Países Bajos como destino para talento internacional.
Desde la colaboración regional con los municipios de Leiden, Delft y La Haya, y la Provincia, se ha iniciado una iniciativa derivada de la Agenda de Capital Humano del Economic Board de la Provincia Zuid-Holland para promover la región. Países Bajos quiere que Chile y Brasil se conviertan en socios comerciales clave para el hidrógeno verde y sus derivados, estableciendo potencialmente un corredor para la exportación de hidrógeno a gran escala entre puertos latinoamericanos y holandeses.
El Gobierno Nacional de los Países Bajos ha desarrollado los denominados Partnerships International Business (PIB) para apoyar y estimular el comercio de hidrógeno verde entre los Países Bajos y Chile y Brasil. Las embajadas en Chile y Brasil juegan un papel fundamental.

El impacto previsto es que las empresas holandesas participantes han visitado Chile y Brasil, se han establecido muchos contactos valiosos (B2G, B2B, K2K, G2G), se organizaron seminarios técnicos sobre desarrollo portuario e infraestructura, y participamos en diversas conferencias y ferias comerciales.

In 2024, Rotterdam attracted 35 new international companies, with a significant focus on the energy transition. What are the main factors that make the city an attractive hub for this type of investment?

The City and the Port of Rotterdam have set the priority on ‘green growth’ meaning that we focus on investors that contribute to sustainability and circularity.

The Port of Rotterdam is the largest port of Europe, but moreover the smartest port, creating the best added value for its customers.

Rotterdam is one of the best connected cities in western Europe, with direct connections by sea via the Port of Rotterdam, by air via Schiphol Airport and Rotterdam the Hague International Airport, barge, truck  and direct train connections with Paris, Brussels and London.

Having a mature industrial cluster with the presence of a complete supply chain, makes Rotterdam an attractive hub for new investments on energy transition.

The report highlights that 79% of the total foreign investment last year is linked to the energy transition. How is Rotterdam Partners supporting companies—particularly those in emerging sectors such as green hydrogen—in setting up and scaling their operations?

Rotterdam Partners is the Investment and Promotion Agency (IPA) for the greater Rotterdam area. We are a non-profit foundation, financed by the city of Rotterdam and the national government. Our objective is to sustainably enhance the economy of the region. To achieve these goals we attract foreign companies to set up their business in Rotterdam. We advise on fiscal and legal issues to register the company, we assist with finding the right location, what permits are required and hiring of qualified staff. We are working with selected commercial service providers partners that are the experts on various above mentioned fields. But more important, we connect and introduce newly arrived companies into our business network. We closely work together with the Netherlands Foreign Investment Agency (part of the Ministry of Economic Affairs) that has offices around the world.

Our services are free of charge.

Business and conference visitors generate the highest economic impact per day, according to your report. What targeted strategies are in place to further grow this segment and position Rotterdam as a top-tier destination for international events?

Our acquisition efforts are strategically focused on key industries where Rotterdam is a recognized leader — including the energy transition, the maritime sector, life sciences and health, IT and technology, and urban planning. We work with long-term roadmaps, identifying and targeting conferences that have been flagged as strategically important for our city and its ecosystems. These priorities are set by our ‘star teams’ — multidisciplinary groups composed of key stakeholders such as government representatives, universities, leading companies, and other partners.

With over 57% of the new companies coming from Asia, how is Rotterdam Partners fostering and expanding international relations to strengthen these investment flows and promote diversification?

We travel abroad very frequently to target markets to strengthen the relations between Rotterdam and those countries and cities. Our mayor and vice mayor are often leader of trade missions with Rotterdam based companies. We focus on five primary area’s: Energy/Chemistry, Maritime, Logistics, Agri & Food and Smart Technologies.

Per cluster we attract those type of companies that strengthen the eco system and create synergy within that cluster. We are, as mentioned earlier, well connected with and informed by the economic counsellors of the various Netherlands Embassies around the globe.

The Rotterdam International Center has supported over 6,400 international professionals in 2024. What initiatives are in place to help companies attract and retain global talent in fast-growing sectors like high tech and sustainable energy?

There is a Talent Coalition across the Netherlands, set up by the Netherlands Enterprise Agency (RVO), which is the national landing stage for international talent. Rotterdam Partners is involved. Part of this is the Welcome to NL platform, a national job portal, information site and app. Rotterdam Partners is also part of the New Dutch coalition to promote the technological leadership of the Netherlands more, in which attention is also paid to the Netherlands as a location for international talent.

From the regional collaboration with the municipalities of Leiden, Delft and The Hague, the and the Province, an initiative has started as a derivative of the Human Capital Agenda of the Economic Board of the Province Zuid-Holland to promote the region. The province has also made a subsidy available to implement activities to promote the region as a location for international talent. In addition, attention is being paid to retaining international talent. This started at the beginning of 2025 and will be further developed in the coming period.

The technical Universities of Delft, Eindhoven and Twente are involved in all initiatives.

Rotterdam has established strategic partnerships with Latin American countries, such as Brazil , Chile and Colombia, to advance green hydrogen production and trade. How is Rotterdam Partners facilitating these collaborations, and what are the envisioned impacts on both regional development in Latin America and Rotterdam’s position as a European energy hub?”

Rotterdam and the Netherlands have the ambition to become the hub for imported GH2 for North Western Europe.

Chile and Brazil have the ambition to become the largest producers of GH2 of Latin America.

The Netherlands want Chile and Brazil to become key trading partners for GH2 and its derivatives, potentially establishing a corridor for large scale hydrogen export between Latin American and Dutch ports. The National Government of the Netherlands developed so called Partnerships International Business (PIB) to support and stimulate trade on Green Hydrogen between the Netherlands and Chile and Brazil. The Embassies in Chile and Brazil play a significant role.

Rotterdam Partners is the coordinator on behalf of the participating Dutch companies.

In Chile Mr. Marcelo Villagrán of Mankuk Ltd is the liaison officer between Chile and the Netherlands.

The envisioned impact is that participating Dutch companies have visited Chile and Brazil, many valuable contacts (B2G, B2B, K2K, G2G) have been established, technical seminars about development of ports and infra were organized, we participated in various conferences and trade shows.

Many delegations from Latin America have visited Rotterdam and the Netherlands.

So we can say that the seeds have been planted and now to be watered to grow into a green corridor between Latin America and the Netherlands.
