La Comisión Europea lanza plan de inversión de €2.900 millones para descarbonizar la aviación y el transporte marítimo

Hydrogen Europe celebra el STIP por su enfoque específico en desbloquear fondos que ayuden a los proyectos a alcanzar una decisión final de inversión (FID), reconociendo la importancia de descarbonizar los sectores marítimo y de la aviación con todas las soluciones tecnológicas disponibles.
Laurent Donceel, Director de Transporte de Hydrogen Europe, comentó: “La comunicación identifica correctamente que es necesario un enfoque de financiamiento integral para ayudar a los proyectos a alcanzar la FID y firmar acuerdos de compra duraderos. Sin embargo, la diferencia de precios entre los combustibles renovables y de bajas emisiones de carbono y sus competidores fósiles sigue siendo demasiado alta, por lo que se requieren más esfuerzos para reducir esa brecha.”
Según el plan, la UE movilizará al menos 2.900 millones de euros hasta finales de 2027:
• InvestEU movilizará al menos 2.000 millones de euros para combustibles alternativos sostenibles hasta 2027, lo que ayudará a cubrir brechas financieras.
• La Comisión asignará 300 millones de euros antes de fin de año para apoyar la producción de hidrógeno destinado a combustibles sostenibles de aviación (SAF) y marítimos (SMF) a través del Banco Europeo del Hidrógeno.
• A través de Horizonte Europa, la Comisión apoyará más proyectos de I+D con un presupuesto de 133 millones de euros.
• La Comisión movilizará 153 millones de euros para proyectos de combustibles sintéticos de aviación y 293 millones de euros para proyectos de combustibles marítimos mediante el Fondo de Innovación.
• Se lanzará un proyecto piloto de Coalición de Pioneros eSAF con Estados miembros comprometidos antes de fines de 2025, con un presupuesto objetivo de al menos 500 millones de euros para proyectos de combustibles sintéticos de aviación.
Los nuevos instrumentos implementados por el STIP también incluyen un mecanismo intermedio que conecta productores y compradores de combustibles, brindando certeza de ingresos y reduciendo el riesgo de inversión. Junto con la financiación mencionada, estas medidas no solo ayudarán a descarbonizar los sectores de la aviación y el transporte marítimo, sino que también reducirán las importaciones de combustibles fósiles, mejorarán la autosuficiencia y la seguridad energética para usos civiles y militares, y fomentarán una industria innovadora y competitiva que impulsará el empleo y el crecimiento en Europa.
Impulsar la producción y adopción de combustibles renovables y de bajas emisiones es esencial para la resiliencia y descarbonización de Europa. Las propuestas de hoy pueden aportar un verdadero impulso político para estos combustibles.
La asociación y sus miembros hacen ahora un llamado a la Comisión Europea para que implemente rápidamente el STIP, especialmente a través de la próxima revisión de la Directiva ETS en 2026, y exhortan a los gobiernos nacionales a aprovechar esta oportunidad para desarrollar un sistema energético resiliente que permita la descarbonización del transporte aéreo y marítimo.
Hydrogen Europe espera que este tema sea abordado en la reunión de ministros de transporte del 4 de diciembre.

Yestarday in Brussels, the European Commission presented its Sustainable Transport Investment Plan (STIP) strategy to accelerate the energy transition of aviation and maritime transport sectors.
Hydrogen Europe welcomes the STIP for its specific focus on unlocking funds to help projects reach a final investment decision (FID), recognising the importance of decarbonising the maritime and aviation sectors with all available technological solutions.
Laurent Donceel, Director of Transport at Hydrogen Europe commented: “Today’s communication rightly identifies that a comprehensive funding approach is necessary to help projects reach FID and sign durable offtake agreements. Yet, the price difference between renewable and low-carbon fuels and their fossil competitors remains too high and more efforts are needed to narrow the gap.”
Under the plan, the EU is expected to mobilise at least €2.9 billion until the end of 2027:
• InvestEU will mobilise at least €2 billion for sustainable alternative fuels until 2027, which will help bridge financial gaps.
• The Commission will allocate €300 million by end of this year to support the production of hydrogen for sustainable aviation (SAF) and maritime (SMF) fuels through the European Hydrogen Bank.
• The Commission, through Horizon Europe, will support more R&I projects with a budget of €133 million.
• The Commission will mobilise €153 million for synthetic aviation fuel projects and €293 million for maritime fuel projects under the Innovation Fund.
• An eSAF Early Movers Coalition pilot project of committed Member States will be launched by end of 2025 with a stated target budget of at least €500 million for synthetic aviation fuel projects.
The new instruments put in place by STIP also include an intermediary mechanism connecting fuel producers and buyers to provide revenue certainty and de-risk investments, which along with the funding listed above will not only help decarbonise the aviation and maritime sectors but also reduce imports of fossil fuels, improve self-sufficiency and energy security for civil and military use, and also launch an innovative and competitive new industry that will help European jobs and growth numbers.
Boosting the production and uptake of renewable and low-carbon fuels is essential for the resilience and decarbonisation of Europe. Today’s proposals can provide real political momentum for these fuels.
The association and its members now call on the European Commission to promptly implement STIP, notably through the upcoming review of the ETS Directive in 2026, and call upon national governments to seize this opportunity to develop a resilient energy system that can enable the decarbonisation of aviation and waterborne transport. Hydrogen Europe looks forwards to seeing this topic addressed at the meeting of transport ministers on 4 December.
