El programa Partners for International Business (PIB) Green Energy Corridor Chile–Países Bajos concluyó su tercera misión comercial consecutiva en el país con un balance altamente positivo que reafirma la madurez de la relación binacional en el sector energético. Tras concretar un amplio despliegue territorial enfocado en la infraestructura portuaria y la gobernanza en la Región de Magallanes, la delegación neerlandesa cerró su gira en Hyvolution Chile 2026, consolidando un proceso de cooperación continuo que ya registra avances comerciales, alianzas de largo plazo y el desarrollo de estudios clave para la cadena de exportación de energía limpia hacia Europa, como también en infraestructura compartida.
El despliegue estratégico y de debate en Hyvolution Chile 2026
Durante las jornadas realizadas en Santiago, el clúster neerlandés desplegó una intensa agenda orientada a impulsar modelos concretos de desarrollo industrial e infraestructura para el sector energético.
En un diálogo estratégico de alto , representantes del sector público y privado de ambos países se reunieron con los Gobernadores de Magallanes y Antofagasta, ejecutivos de Corfo, InvestChile, ENAP, Empresa Portuaria Austral y gremios del sector para abordar las prioridades estratégicas para acelerar la colaboración bilateral.

Asimismo, los paneles técnicos abordaron el desafío de construir ecosistemas competitivos más allá del desarrollo de proyectos aislados. En este contexto, Rianne Vriend, Business Manager de Rotterdam Partners, moderó un debate sobre la articulación de parques industriales e infraestructura compartida, en el que participaron expertos como Hans Vrijenhoef, CEO de Proton Ventures, Raúl Oberreuter de Port Consultants Rotterdam, Agustina Ravotti de Impact Hydrogen y Vilma Perez de Arcadis.
El panel, titulado «Beyond the Projects: How to Build an Ecosystem for a Competitive Hydrogen Industry? Lessons from the Netherlands», también contó con la participación de Jorge Flies, gobernador de la Región de Magallanes y de la Antártica Chilena
Paralelamente, la delegación sostuvo reuniones de trabajo con los Gobiernos Regionales de Antofagasta y Magallanes para consolidar compromisos orientados al crecimiento sostenible de la industria en las regiones productoras.
En el área de exibición de Hyvolution 2026, se realizó además el encuentro «Green Energy Corridor for the Energy Transition. Dutch Expertise Powering Chile’s New Energy Industry». La actividad comenzó con una masterclass de Ante Frens, experto internacional en energía, titulada «Building the Foundations for the New Energy Economy». Le siguió Rianne Vriend moderando un panel con Jorge Rivera, ingeniero de proyectos de Arcadis; Raúl Oberreuter, consultor de ingeniería asociado a Port Consultants Rotterdam; Hans Vrijenhoef, CEO de Proton Ventures; y Agustina Ravotti, asesora técnica en hidrógeno y directora de proyectos de Impact Hydrogen.
La participación de la delegación en el congreso principal también incluyó a Beatriz Corceiro, Area Sales Manager de Bright Renewables, quien participó en el panel «Alternative Fuels and Drop-in Fuels: The Emerging Role of E-Methanol», y a Hans Vrijenhoef en «Green Ammonia: Driving the Energy Transition and a Sustainable Alternative for Diverse Sectors».
Por su parte, Paula Ortiz, Energy & Resources Lead de Arcadis, intervino en «Regulatory Challenges of Green Hydrogen and Its Derivatives: How to Unlock Commercial-Scale Projects». Mientras que Raúl Oberreuter, consultor y desarrollador de negocios de Port Consultants Rotterdam, participó en «Green Hydrogen and E-fuels in Aviation and Shipping: Technologies for Hard-to-Abate Sectors».
La notable participación de las empresas socias del Programa PIB Green Energy Corridor, en Hyvulution 2026, son una muestra más del interés internacional en continuar con los avances y el apoyo en el desarrollo de la economía del hidrógeno verde en Chile.
Pasos clave en la Región de Magallanes
Durante la estadía en el sur del país, la comitiva del programa PIB articuló diversas instancias de diálogo e integración territorial. Entre los hitos destacaron la masterclass “Bases de la nueva economía energética” por parte del experto neerlandés Ante Frens, un diálogo de alto nivel en torno a desarrollo portuario, visitas técnicas a proyectos como Otway Green Energy en Isla Riesco y encuentros con actores del sector marítimo en Última Esperanza. La agenda en Punta Arenas cerró en la Universidad de Magallanes con la realización del Seminario Internacional «Experiencia Internacional de Infraestructura Compartida para la Transición Energética» y una Hackathon binacional orientada al co-diseño de soluciones logísticas habilitantes.
Balances de la misión
La combinación de la agenda territorial en Magallanes y la presencia protagónica en Hyvolution 2026 reafirmó el valor del programa PIB como un catalizador de la cooperación binacional de largo plazo. Mientras que el despliegue en Magallanes permitió abordar directamente las brechas operativas de infraestructura, puertos y capital humano, el encuentro en Santiago facilitó la conexión entre estas realidades locales y los marcos internacionales de inversión y regulación.
En este contexto, Rianne Vriend entregó un balance sobre los progresos acumulados durante este recorrido continuo de trabajo bilateral: “Es increíble ver que algunas de las compañías que integran el programa PIB ya estaban realmente haciendo negocios, estudios y consultorías en Chile. The Partners for International Business (PIB) Green Energy Corridor Chile–Netherlands programme concluded its third consecutive trade mission to Chile with highly positive results, reaffirming the maturity of bilateral relations in the energy sector. Following an extensive regional programme focused on port infrastructure and governance in the Magallanes Region, the Dutch delegation concluded its visit at Hyvolution Chile 2026. Its participation reinforced an ongoing cooperation effort that has already delivered commercial progress, long-term partnerships and key studies supporting both the clean energy export value chain to Europe and the development of shared infrastructure.
Strategic engagement and industry discussions at Hyvolution Chile 2026
During its time in Santiago, the Dutch cluster pursued an intensive agenda aimed at advancing practical models for industrial development and energy infrastructure.
At a high-level strategic dialogue, public and private sector representatives from both countries met with the governors of Magallanes and Antofagasta, executives from Corfo, InvestChile, ENAP and Empresa Portuaria Austral, and industry associations to discuss strategic priorities for accelerating bilateral collaboration.
Technical panels also addressed the challenge of building competitive ecosystems beyond individual projects. In this context, Rianne Vriend, Business Manager at Rotterdam Partners, moderated a discussion on the coordinated development of industrial parks and shared infrastructure. Participants included Hans Vrijenhoef, CEO of Proton Ventures; Raúl Oberreuter of Port Consultants Rotterdam; Agustina Ravotti of Impact Hydrogen; and Vilma Perez of Arcadis.

In parallel, the delegation held working meetings with the regional governments of Antofagasta and Magallanes to consolidate commitments supporting the industry’s sustainable growth in producing regions.
The Hyvolution 2026 exhibition area also hosted the event “Green Energy Corridor for the Energy Transition. Dutch Expertise Powering Chile’s New Energy Industry”. Rianne Vriend then moderated a panel featuring Jorge Rivera, Project Engineer at Arcadis; Raúl Oberreuter, Engineering Consultant affiliated with Port Consultants Rotterdam; Hans Vrijenhoef, CEO of Proton Ventures; and Agustina Ravotti, Hydrogen Technical Advisor and Project Director at Impact Hydrogen.

The strong participation of PIB Green Energy Corridor member companies at Hyvolution 2026 provided further evidence of international interest in sustaining progress and supporting the development of Chile’s green hydrogen economy.
Key milestones in the Magallanes Region
During its stay in southern Chile, the PIB delegation organised a series of activities to foster dialogue and engagement with regional stakeholders. Highlights included the masterclass “Building the Foundations for the New Energy Economy”, delivered by Dutch expert Ante Frens; a high-level dialogue on port development; technical visits to projects such as Otway Green Energy on Isla Riesco; and meetings with maritime sector stakeholders in Última Esperanza.
The Punta Arenas programme concluded at Universidad de Magallanes with the international seminar “International Experience in Shared Infrastructure for the Energy Transition” and a binational hackathon focused on jointly designing logistics solutions to enable industry development.
Mission outcomes
The combination of regional engagement in Magallanes and a prominent presence at Hyvolution 2026 reaffirmed the PIB programme’s value as a catalyst for long-term bilateral cooperation. Activities in Magallanes directly addressed operational gaps in infrastructure, ports and workforce capabilities, while the gathering in Santiago connected these local realities with international investment and regulatory frameworks.
Against this backdrop, Rianne Vriend reflected on the progress achieved through this sustained bilateral effort: “It is incredible to see that some of the companies in the PIB programme were already doing business, conducting studies and providing consultancy services in Chile. Over the past few days, we have had very positive conversations with companies such as Proton Ventures, Vopak, Bright Renewables, Arcadis, Mammoet, Port Consultants Rotterdam and Impact Hydrogen. In addition, several non-disclosure agreements have been signed,” said Rianne Vriend, Business Manager Energy and Chemistry at Rotterdam Partners.

The Partners for International Business (PIB) Green Energy Corridor Chile–Netherlands programme is a public–private initiative supported by the Government of the Kingdom of the Netherlands. Its primary objective is to coordinate and strengthen long-term cooperation between Chile and the Netherlands across the entire green hydrogen value chain.
By connecting companies, government institutions and knowledge centres, the programme promotes project development, technological innovation and the design of the logistics and commercial infrastructure needed to enable future clean energy trade between the two countries.
