Chile, la Unión Europea y Alemania firman una Declaración Conjunta de Intenciones para profundizar su cooperación en hidrógeno renovable

El Ministerio de Energía de Chile, la Comisión Europea, representada por la Delegación de la Unión Europea en Chile, y el Ministerio Federal de Economía y Energía (BMWE) de Alemania firmaron una Declaración Conjunta de Intenciones para dar continuidad a su cooperación en hidrógeno renovable, combustibles limpios alternativos y Power-to-X (PtX).

La declaración fue suscrita por la ministra de Energía, Ximena Rincón; la embajadora de la Unión Europea en Chile, Claudia Gintersdorfer; y el secretario de Estado parlamentario del BMWE, Stefan Rouenhoff. En ella, las partes destacan la importancia estratégica del hidrógeno, los combustibles limpios alternativos y el PtX para la transición energética de Chile, el desarrollo económico sostenible y la creación de cadenas de valor resilientes entre Chile y Europa, incluida Alemania. Asimismo, manifiestan su intención de seguir fortaleciendo su cooperación mediante una nueva acción conjunta, Team Europe for Renewable Hydrogen and Power-to-X Market Development and Investment Mobilisation in Chile, en la que los tres socios trabajan actualmente.

Entre 2023 y 2026, la primera fase de la Iniciativa Team Europe Hidrógeno Renovable para Chile (RH2) apoyó el desarrollo de condiciones habilitantes para la industria del hidrógeno renovable en Chile. Fue cofinanciada por la Unión Europea y el Gobierno de Alemania, e implementada por la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) y la Agencia Española de Cooperación Internacional para el Desarrollo (AECID).

En materia ambiental, RH2 apoyó la modernización del Sistema de Evaluación de Impacto Ambiental (SEIA) de Chile con herramientas geoespaciales y guías para la evaluación de proyectos de hidrógeno renovable. Además, prestó asesoría financiera a proyectos de hidrógeno y amoniaco verde de gran escala, y contribuyó a la Taxonomía de Chile y al diseño de un sistema de certificación compatible con los estándares europeos.

Estos esfuerzos se complementaron con diversas iniciativas piloto: el monitoreo satelital de turberas en Magallanes con datos del programa Copernicus de la UE, pruebas de movilidad limpia en el sistema de transporte público RED de Santiago y soluciones de energía renovable en la Antártica.

La nueva acción conjunta busca construir sobre estas bases y llevar los proyectos a la etapa de inversión. Para ello, los socios evaluarán brindar asistencia técnica, desarrollo de capacidades y apoyo al desarrollo de proyectos, fortaleciendo la capacidad de los actores públicos y privados en Chile para estructurar, financiar y escalar proyectos de hidrógeno renovable y PtX. Asimismo, buscará fomentar la transferencia de tecnología y conocimientos, la preparación para la inversión, el acceso a mercados y la cooperación entre actores chilenos, europeos y, en especial, alemanes, incluidas las empresas europeas y alemanas activas en Chile.

La ministra de Energía, Ximena Rincón, señaló: “Chile tiene condiciones excepcionales para producir hidrógeno renovable y sus derivados, y estamos trabajando para convertir ese potencial en proyectos, inversión y empleo en nuestras regiones. Esta segunda fase llega en el momento justo: el país ya cuenta con bases sólidas y el desafío ahora es avanzar hacia la implementación, junto a socios que nos han acompañado desde el inicio”.

La embajadora de la Unión Europea en Chile, Claudia Gintersdorfer, afirmó: “Esta firma confirma que la relación energética entre Chile y Europa es de largo plazo. Lo que hemos construido durante estos años nos ha dado algo muy valioso: confianza entre instituciones, empresas y equipos técnicos de ambos lados. Sobre la base de esa confianza, queremos avanzar hacia inversiones concretas y cadenas de valor que generen oportunidades tanto en Chile como en Europa”.

El secretario de Estado parlamentario del BMWE, Stefan Rouenhoff, destacó: “Chile es un socio muy valorado y confiable para Alemania en América Latina. Con sus extraordinarios recursos solares y eólicos, Chile ofrece condiciones excelentes para las energías renovables, que desde hace varios años están en el centro de nuestra exitosa Asociación Energética. Ahora queremos llevar nuestra cooperación en hidrógeno renovable a una nueva etapa. Alemania aportará su conocimiento tecnológico, su experiencia industrial y tecnologías innovadoras para ayudar a convertir este potencial en proyectos concretos”.

The Ministry of Energy of Chile, the European Commission, represented by the Delegation of the European Union to Chile, and the German Federal Ministry for Economic Affairs and Energy (BMWE) today signed a Joint Statement of Intent to continue their cooperation on renewable hydrogen, alternative clean fuels and Power-to-X (PtX).

The statement was signed by the Minister of Energy, Ximena Rincón; the Ambassador of the European Union to Chile, Claudia Gintersdorfer; and the Parliamentary State Secretary at the BMWE, Stefan Rouenhoff. In it, the parties highlight the strategic importance of hydrogen, alternative clean fuels and PtX for Chile’s energy transition, sustainable economic development and the creation of resilient value chains between Chile and Europe, including Germany. They also express their intention to further strengthen their cooperation through a new joint action, Team Europe for Renewable Hydrogen and Power-to-X Market Development and Investment Mobilisation in Chile, on which the three partners are currently working.

Between 2023 and 2026, the first phase of the Team Europe Initiative Renewable Hydrogen for Chile (RH2) supported the development of enabling conditions for the renewable hydrogen industry in Chile. It was co-financed by the European Union and the Government of Germany and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Spanish Agency for International Development Cooperation (AECID).

On environmental matters, RH2 supported the modernisation of Chile’s Environmental Impact Assessment System (SEIA) with geospatial tools and guidelines for assessing renewable hydrogen projects. It also provided financial advisory services to large-scale hydrogen and green ammonia projects, and contributed to the Chilean Taxonomy and to the design of a certification system compatible with European standards.

These efforts were complemented by several pilot initiatives: satellite monitoring of peatlands in Magallanes using data from the EU’s Copernicus programme, clean mobility trials in Santiago’s RED public transport system, and renewable energy solutions in Antarctica.

The new joint action aims to build on these foundations and bring projects to the investment stage. To this end, the partners will consider providing technical assistance, capacity development and project development support, strengthening the ability of public and private stakeholders in Chile to structure, finance and scale renewable hydrogen and PtX projects. It will also seek to foster technology and know-how transfer, investment readiness, market access and cooperation between Chilean, European and especially German stakeholders, including European and German companies active in Chile.

The Minister of Energy, Ximena Rincón, said: “Chile has exceptional conditions to produce renewable hydrogen and its derivatives, and we are working to turn that potential into projects, investment and jobs in our regions. This second phase comes at just the right time: the country already has solid foundations, and the challenge now is to move into implementation, together with partners who have been with us from the start.”

The Ambassador of the European Union to Chile, Claudia Gintersdorfer, stated: “This signing confirms that the energy relationship between Chile and Europe is a long-term one. What we have built over these years has given us something very valuable: trust between institutions, companies and technical teams on both sides. Building on that trust, we want to move towards concrete investments and value chains that create opportunities in both Chile and Europe.”

The Parliamentary State Secretary at the BMWE, Stefan Rouenhoff, highlighted: “Chile is a highly valued and reliable partner for Germany in Latin America. With its outstanding solar and wind resources, Chile offers excellent conditions for renewable energy, which have been at the heart of our successful Energy Partnership for several years. We now want to take our cooperation on renewable hydrogen to the next stage. Germany will contribute its technological know-how, industrial expertise and innovative technologies to help turn this potential into tangible projects.”
